Is there a way to automate more than one action at a time in Legacy files? Or is that only something you can do in Smart files?

It sounds like you should think about moving from our legacy files to smart files that have more automation capabilities.
To learn more about smart files, check out this Help Center article or this one that has some pretty rich content. In short, smart files have more automation capabilities and we will only be making them stronger! We are currently building a new automation builder that will enhance the experience for example.
