At the moment, smart files cannot be embedded on external websites. They must be shared with project participants via email or direct link.

If you’re looking to make a public form that lets anyone select services and pay, I might recommend checking out lead forms. Lead forms can’t be embedded on your website at the moment either, but you could copy the lead form URL and redirect a button on your website there.
